Whoops, I knew I forgot to mention something!
I've tried moving the negatives around without luck. I even tried flipping them over, just in case.
Looking at the negatives with an 8x loupe shows nothing. But since the crud is the same color as the orange base, I figure it might be hard to tell.
I'm not the most experienced C41 developer in the world and could use some help troubleshooting a problem I'm having. I've looked around, and even asked a few people I know, but no luck. I tried contacting support at Jobo but that didn't help.

I do not like SV lights. I think, based on my experience, that at the very least they are unsafe. The materials are not up to par and the results are a disaster waiting to happen.

Thanks! I've found Delta 3200 and Rodinal to be a very forgiving combination for my less-than-controlled style. Never had the massive grain others have complained about, but I've never pushed it too far either.
I develop all my films in Rodinal 1:25. By hand it's what's on the massive dev chart with constant agitation for :30, four inversions every :30, and constant for the last :30. With a processor I constantly agistate for :30 under the chart's suggestion.
Hot damn, an 8' 10" trannie would be jaw-dropping! I've worked with a few trannie's in my time, but never one so impressive as that. That'd be like Andre the Giant in a wig and pumps. Wow!

The motion is fast, but ultra sharp is not critical, I think.
Basically there's an Olympic weight lifting gym - Clean & Jerk, Snatch, etc. The excercises are over in about a second from start to finish. They want to get stills of the action for the records, to show the athletes...
The key to the project is the high frame rate available on the Bolex. Do you have any samples of enlargements from negative cine film laying around? Obviously quality is in the eye of the beholder and they may have different ideas of what to expect.
If it won't work I'll have to advise them...
Have anyone tried enlarging 16mm stills from their films? If so, what is the quality like in, say, 8x10 (or even 5x7)? I have a project that would be ideally suited for this, providing the enlargements worked out okay.
