I'll second with emphasis on what Mirko has said. There are emulsion engineers and coating engineers. I'll add a third, - product engineers. Together, they make a team that turns out the stuff you buy.
And, to add on top of that, the RC papers can be mainly coated where film is coated (with a little cleanup) but FB is very messy and dirty and requires a thorough cleanup before film can be coated on the same machine.
Therefore, Mirko is faced with some tough decisions and he seems to be doing quite well. The only thing that surprises me is that FB and RC papers generally have different formulas if they are to have similar properties such as speed, curve shape and keeping. FB support absorbs chemicals and RC does not, and this change in chemical environment changes the emulsion response.
