I've also been following an older post by Todd Barlow that also seems to be a recirculating wash system.
Have you seen his post?
 
A basic aquarium pump will do if all you are doing is recirculating. But that's not really washing. Look for an old Kodak tray siphon instead.

Unrelated : I once had a huge washer I couldn't fit in the sink, and didn't want it to overflow rather than out the drain hose. So I installed the same kind of float valve they use in cattle watering troughs.
 
Was thinking about minimizing water usage for when I'm only running a couple of prints
Now that I'm ready to fire up my version of mshchem's print washer,
I've been considering "filling" unused slots in the basket with 1/2 closed cell foam sheets.
Does that sound like it would accomplish both the washing AND the least water?

I'm sure that anything that's inert would probably be OK. It's all about, time, temperature, and flow rate. Test your prints with a hypo test.
