Kodak RA/RT Usage Advice (Replenishment)

Hi everyone, hope you're all doing well.

I was just wondering if the pH level of a developer is a direct representation of it's activity? Would a developer at the same pH produce identical results or is it not that simple. Does oxidation effect the pH of a developer?
