If one has a toy camera w/ no real focus or exposure settings and light leaks (previous toy camera owner here), then that is not really about learning "photography", it's about having fun and seeing what you get. Nothing wrong w/ that at all, you would probably get some good shots once things are figured out. Developing your own film would make it much easier and controllable though.
You don't need a lot of expensive equipment for any art project. My best drawing was made w/ just 5 minutes of a model's time, a piece of paper and a burnt stick (charcoal. Learning photography, unlike drawing, is something that never stops though, and it's way more complex and complicated than using the paper and burnt stick approach to imaging. I favor the "let's try this and see what happens" approach, everyone else will have their own views.
