Perfect too. This should be called a film notcher tooHere's a sewing pattern notcher. This one cuts a 1/4" x 1/16" notch. The 1/4" is too long. 1/16" x 1/16" would be ideal.

A visit to the stationery store and an hour later I made this

Craft Hole Punch - They come in stars, crescent moons, squares, and loads of other shapes. "Triangle Hole Punch" in Amazon will dig up some for $8-12.
A further option would be employing a standard office binder-punch, mounted on a base plate with a additional board on punching height. Adding some guides will enable you to punch several half-circle patterns in the dark.
I found a floppy disk notcher on ebay for $12 plus a couple of dollars shipping. That's my solution thanks to the early suggestion in this thread.

Bad news. A floppy disk notcher makes a terrible notching tool for sheet film. It notches cardboard and thicker plastic just fine, but not film. It tends to cut two of the three sides of the notch and simply bend the notch down.
Now you know. Back to the solution board.
