The film needs to be fixed for twice the time it takes the milky brown ghost to disappear. Fix and rewash, but I suspect as does post #4 that the fixer is exhausted.
When I worked in Italy, I was advise to hold on to your baggage and suitcases and if someone offers to help you carry it, tell them no. This advise is good for any country including ones own.
Unused properly sealed PhotoFlo seems to last forever. Even decades. Mix some of the PhotoFlo according to the directions, not throwing a cap full in a bucket of water, and see how it flows and later dries on a piece of film.

Winding quickly in cold dry weather can cause static discharge across the film. It looks like lightening on a negative or slide. I have had this happen to me. As @BrianShaw states wind film slowly in cold weather.
I have used my Hasselblads, 503 CX and 903 SWC, in cold weather without any problems. I just watch to see if there is any condensation appearing when I take it inside or outside and I wait for the condensation to clear.
When I was much younger I too had problems reading the indentations the Kodak had stamped into the slides. I used bright lights, but @MattKing's suggestion of using pencil rubbings would help, just be careful the graphite does not cause new problems.
Unmixed PhotoFlo, properly sealed, can last for years and is very stable. Once mixed it should be discarded after a short time because it can grow bacteria.
You might consider putting the camera at room temperature in a Zip-Lok bag so that when you take the camera in to the cold, it can come to ambient temperature before opening the bag. That would prevent condensation from building up.
