As far as I am concerned, not returning negatives constitutes theft. Indeed while I appreciate Walgreens only operate in America...under European law it would likely be considered theft. Do not under any circumstances use any lab which won't return negatives. If you want more prints in the future you'll want to have the negatives scanned again or proper dark room prints....and that isn't possible if they don't return them. Film negatives far outlive digital media and prints. And $20 for processing one roll of film is in itself extortionate. Some of the very best professional labs charge a good deal less including return postage of your negatives.

As for chromogenic films, there is confusion because they are marketed as "black and white" but uses the colour C41 process.

I offer a mail order film processing service with digital uploads and the customer can select to have the negatives returned (small postage charge) or not returned.
About 50% don't want the negs back.
AFAIK Walgreens in the USA don't give customers that option.

You give customers the option. It's their choice. You're not robbing them of the chance to have their negatives. The way the law works here, you've submitted a physical item (your film) and it remains your property. In the same way most mechanics will offer you the chance to see/keep old parts from your car when repairs are made....or have a waiver on the invoice regarding old parts. Legally it's yours until and unless you agree to have it disposed of.

People may well be ill-informed enough to think that negatives don't matter....but at least you're giving them the choice to have them.
