Just a bit of somewhat irrelevant curiosity on my part but wasn't someone or maybe several saying that they could access it but it was full of ads for gambling etc? I have none of that but I do have an internet security package that seems to stop all of that kind of thing so maybe that explains it ?

Ads are served often to a large extent on a client-specific basis. This means that all manner of factors are taken into account by the ad delivery system on what kind of ads will be offered. I also don't get the gambling ads, but as I indicated earlier, those are illegal where I live anyway, and it's quite likely (in fact, a basic matter of legal compliance) that major ad providers like Google and Amazon take this into account and thus will not serve such ads within this country. Moreover, the offering of ads will be influenced by whatever client-specific/personal information the platform has about you; e.g. parties like Google will collect information about your browsing and search behavior and tailor the ads they offer on that basis. This may result in gambling ads not being offered since they're expected to not align with your marketing persona. Finally, client-side measures like ad blockers can indeed also suppress certain content. Note that security tools like Microsoft's Defender will in general not block gambling ads as they're focused on other aspects of internet traffic security. On the other hand, a plugin like AdBlocker will generally suppress most on a page, regardless of their content.

I suspect that code was injected during a hack attack on the website. The reason we're not seeing the actual ads is probably because they are rendered a couple of feet to the left of your screen and this are not visible. Note the 'position' tags in the div elements:

Without delving deeply into the code, I don't think that is necessarily the case. Absolute positions things relative to the nearest positioned ancestor (if there is one, otherwise relative to the body). Perhaps this a mistake made by hackers!

EDIT: No, I withdraw the above comment. I was being an idiot: -7299px would take the object far outside any normal screen! So I'm baffled why anyone would do that. If they wanted to keep but disable the lines, they could just have commented them out.

Simple - the content will not show up, so the webmaster may overlook it. At the same time, bots will pick up the content just fine and index it along with the rest of the stuff. This accomplished two things:
1: The spam links may actually feature in the summary in a list of search results, causing direct traffic.
2: The spam links are misidentified by indexing bots as relevant content (after all, many pages link to it), causing them to acquire a higher search engine ranking for terms like 'gambling' etc.
It's a double-edged sword.
