I'm in Cleveland, Ohio. There were some very small breaks in the clouds, and not completely clear breaks (and a lot of light pollution), but I managed to take some photos. The question is whether they will come out. I was just winging it, having a little fun.
Loony 11 works with a fully illuminated moon, for sure. It is sunlit after all.
The trouble is when the moon is eclipsed, like last night. My father was out with a 4x teleconverter on a 300mm lens, which made it f/16 max aperture. He needed ISO 51200 on a digital camera to get shutter speeds short enough so that the moon wouldn't blur by its (and Earth's) movement.
If you had a reasonably fast lens, ISO 1000 might be OK.
