Are there two tiny screws here you can remove?

No, those holes are for a pin spanner.

I didn't fully understand the question when machine-translated (I'm not sure where the tabs are that the OP refers to), and I haven't taken apart this lens/shutter. However, I think that the method is: you rotate the inner part with the threading until the circular-profile notch is against the retaining piece with the pin-spanner holes. Now you can rotate the retaining piece by 180 degrees. This hopefully allows you to lift off the black faceplate that says Kodak Compur-Rapid.

The "snake eye" screw. simply rotates, it does NOT come out. Rotate it so that the flat surface faces towards the center of the shutter, then with two thumbs on the black ring, push to rotate it counter-clockwise to line up the three large tabs with the cutouts. Then, it can be lifted off the shutter. You may need to lift the speed selector ring at the same time to get both rings off.

The OP has already rotated the main coverplate after orienting the small disk properly. You can see where the disk spins into in the first photo- follow the right leg of the A. I assume that he has the small tabs aligned with the release holes and it simply is not coming up. Retina's suggestion to pull the full lower disk as well is good. Sometimes the release tabs seem to be slightloy off kilter and you need to get one out a bit and then rotate a bit to finish it off.

It is a basic Compur Rapid. No tricks added by Kodak. The pin you are holding with the tweezers is a stop for the lens, nothing more. Don't break it off.

Thanks for the correct answers. I understood the locking role of the rotating disk, but did not get the order of operations correct.

Спасибо всем, кто ответил. Мне сказали, что я неправильно открутил объектив. Часть объектива, которая удерживает кольцо на месте, является его частью. У меня было подозрение, но я не был уверен. Попробую сегодня и сообщу о результатах.

Side question: when I copy the OP's text and paste it into google translate, I get only a check mark, nothing more. Is there a better translator? Or am I doing something wrong? Thanks.

Возможно, что элемент объектива, который вы оставили в креплении, может помешать вам снять кольца, да.

I use the Firefox browser which has a right-click option to Translate to English.

It was written:

Hello everyone. I apologize in advance for any errors in the text; I'm using a translator. I'm having trouble removing the bolt cover. I've taken bolts apart several times before, but this is the first time I've encountered this problem. I turned the locking screw and rotated the ring. There are three tabs around the cover, and three recesses on the body. They fit tightly together. But the threads protruding beyond the recesses prevent the cover from being lifted. This is certainly a strange problem... Perhaps I'm doing something wrong.…

Thanks to everyone who responded. I was told I unscrewed the lens incorrectly. The part that holds the ring on the lens is part of the lens itself. I had a suspicion, but I wasn't sure. I'll try it today and report any issues.

Yes... the translator works just disgustingly)) I apologize

This is a front focusing mount?
The threads sticking out are the helicoid?
Which are holding the shutter together (preventing disassembly)

The OP has removed only the front component of the front lens group assembly, leaving behind the threaded inner component. He will inevitably have to remove it with a rubber friction tool, and it's likely that the shutter dress ring can't be lifted out until he has done this.
If you look closely at the first photo, it shows a semi-profile view of one of the two components of the front lens group, and it's still threaded into the shutter.
