The aperture numbers on my Rolleiflex jump from f/5.6 to f/3.5. I notice there's a horizontal line above the "5" in "3.5." Is that a designator for f/4.0?

Yes ( in the manual, under 'diaphragm' section).

Some models jump from 11 to 22, with the small black dot next to the 22 being 16.
