I am 74 mL short of Ilford DDX. How much should I increase my development time to compensate?

Are you not planning on buying another bottle?
I would not mix a weak developer solution and try to compensate with extra time.
If you are getting another bottle just top up from the new bottle
 
Just grab the time from Massive Dev Chart for 1+9 if you can't make 1+4
 
I have used 1:7 and 1:9 DDX with success for sheet film. I:7 is also what I use for TMax developer. I wouldn’t do 1:9 again just that one time but it was fine. I have also reused DDX 1:4 for more than one run just added some time. I don’t recall the times but they are online.

Ironically, Kodak's published time for Tri-X in dilution B is about as controversial as doing DDX 1+9. I decided to give 6 minutes a try (7 after adjusted for temperature).

I guess my point is that if you're going to use the premium Ilford developer you may as well use it as designed.

Personally, I tried it and found the difference to be marginal at best and moved back to different dilutions of ID11/D76 which do everything I need in my workflow.
