How to mix platinum chemical

I may order some potassium chloroplatinite power but it comes with 98% solution per gram. I wonder that How much distilled water should i use to make 20% platinum solution?

98% does not mean solution. it means that there is less than 2% impurities.
in simple terms,
you can treat it as if it were 100% for photographic purposes.
if you want 100ml of 20% solution, you will need to add 20g to approximately 70ml of water and dissolve it, then top it up to 100ml.
if you want larger or smaller volumes, you will need to calculate accordingly.
this assumes that a simple weight by volume dilution is what you want.
if you need greater precision, it can get a little more complicated.
