Can anyone tell me the purpose of the hinged side of the 55 and 180 mm Mamiya TLR lenses lens hoods??

Welcome to Photrio.
IIRC, due to the geometry, that side of the lens hood can impede on the view through the viewing lens.
The hinge permits swinging that side out of the view.

The hinge permits swinging that side out of the view.
More precisely, the hinged side can be oriented such that, while being in front of the viewing lens, it slopes tangentially. In other words, it should be seen edgewise by the viewing lens, and thus almost invisible.
