Yes beyond about 12-13MP you don't get any more details out of a 35mm frame.

Probably a limit of the scanner's lens. You can get a lot more than that from 35mm from a DSLR with pixel shift, good macro lens, negative holder that keeps it flat, slow film, high enough shutter speed or tripod, sharp taking lens. There is film available that can out-resolve any lens you put on it. It does take some extra work compared to digital and is slower than using a film scanner.
