The GN will change as soon as you move the calculator dial on the flash. All you're doing is arguing semantics. It's still a Guide, a starting point and it will change with the sensitivity of the film.
From a standpoint of sales the "norm " is an OK comparison but it doesn't tell you what conditions were used when determining the GN, so one makers GN100 may not match another.
You probably have enough experience and knowledge to determine a GN by having a subject hold a card with the aperture used & making a series of test shots. It's still GN.
