Yes, it's in the HC-110 all confusing datasheet. Their times for solution B at 25c are below 5 minutes and at the bottom of the page they have the disclaimer "Note: Tank-development times shorter than 5 minutes may produce unsatisfactory uniformity."
I usually do 7 minutes (unofficial sources recommend between 6-7 minutes) at 20 and if I'm too lazy to do temperature control and my water is at 25 I do 5 minutes. That works fine for how I expose. But that's another topic...

I also agree that some people confuse baking soda and washing soda, sulfites and sulfates...

This Besseler tank has the easiest reels to load that I've ever used. There's this apron on the film loading side of the reels that you just lay the film on, give it a gentle shove into the reel, and it's done. Much, much easier to load than the Patersons. The tank doesn't leak either.

That tank is available under many different names, including the manufacturer’s AP name. Freestyle sells the reels as Arista Premium.
