Yes, it's in the HC-110 all confusing datasheet. Their times for solution B at 25c are below 5 minutes and at the bottom of the page they have the disclaimer "Note: Tank-development times shorter than 5 minutes may produce unsatisfactory uniformity."
I usually do 7 minutes (unofficial sources recommend between 6-7 minutes) at 20 and if I'm too lazy to do temperature control and my water is at 25 I do 5 minutes. That works fine for how I expose. But that's another topic...
I also agree that some people confuse baking soda and washing soda, sulfites and sulfates...
