Hi Adam,

My water tank in my basement is always on the same temperature. Rodinal 1+100, semi stand (not stand): agitate 1min on begin, 10sec on 20min, 10sec on 40min, hit bottom of tray to get the air bubbles up. This works for me. Stop, fixer and wash are on the same temperature. I use this when I have uneven exposed negative (usually I do not use light meter).
 
Odd, but I see slightly lighter area at the very edge of the strip and around the sprocket holes. These were added somewhere. Perhaps during the PS reversal? Perhaps I need more coffee? Better eyes? Over analyzing?

The very narrow band is a typical sharpening artifact from a phone camera. It looks different from the wider and softer edged band in the original scan the OP shared, but that could have similar causes nonetheless.

Bob, I adjusted the levels, in Photoshop, to get the image darker and better contrast.
Like a lot of images that need to be assessed, the more I look at it the more I think I can see something that may not be there.
It is very easy to overanalyze.

Kinda like someone tells you her house is haunted and ghosts and noises and ethereal smells abound. Sometimes it is the house settling or you gave beans to the pet poodle.

Are you DSLR scanning? Edge brightness is a common issue where there's light reflecting from the film holder. Not a lot to be done about it besides changing holders in my experience.
