One has to take some steps to assert "ownership" for that to be a comparable.
If something is presented in a way that permits viewing and use on one's own screens without condition, continuing to do so is merely in accord with how the thing was initially offered - essentially a permanent loan for limited purposes.

I doubt very much the public sees images on the internet as "a permanent loan for limited purposes." AI scraping for images would be a good example.
