Chemistry required per 120 Hewes Stainless Steel Reels in Jobo 2500 Series Tanks ?

First of all the Hewes reels you have are for 1500 series tanks. Hewes makes an even more expensive, larger diameter, reel for the 2500 tanks. The "extra clip" on your reel is so the reel doesn't spin on the center column. This may be a contributing factor of the film coming off. I have a couple these Hewes for Jobo, once I learned how load Jobo plastic reels, I don't use these much anymore.
Use the volumes specified for 220 film, that will insure the film in immersed in the chemistry.

So if they are not made for the 2500 system do you have experience of them working fine with this system ?

I am also wondering if rotating the tank in one direction only, the one that would "push" the film toward the center, I might avoid the film getting out of the reel but that might not be optimum for evenness of development which is my final goal here... it's worth a test anyway.

My mistake was that I was rotating both ways. I tried again rotating only in one direction, so that the film would be push toward the center and it stayed in place. But as a consequence there was not enough chemistry in the tank to reach all the film surface which turned out to be partly undeveloped. I was following the 2520 tank recommandation plus just a little extra (300ml instead of 240) but clearly that was not enough as I was expecting in the first place.

If anyone knows the right amount I would greatly appreciate!

Thanks! Did you use them in rotary process or inversion ?

I do constant rotary process in a Jobo CPP2 which rotates in one direction, stops, and rotates in the other. I use the clips in the center to hold the film and wind it outward from there like one does with metal reels.

Generally, I’d recommend not using the metal reels. Buy the Jobo plastic reels. For 120 film, you can process two rolls of film on a reel and save money on chemistry. There is a plastic clip to separate the film so they don’t overlap.

Indeed Hewes reel do not permit rolling in both directions or the film will slide out, so I switched to the jobo plastic reel and it's much better except for some streaking (maybe bromide drags) in the 2 first frames toward the center and still a slight denser streak in the middle of every frame but I am having this issue with all my developments and Jobo manual rotary process give a slight improvement.
