You can often find bargains like that at estate sales, thrift shops, and even antique stores. Last summer I saw a darkroom outfit in an antique mall for $10, including an enlarger, bulk loader, tanks, and reels. The seller had no idea what it was but knew it was some kind of darkroom gear. It had been there for months, he said.

Patience is a major virtue when you're building or rebuilding a film era outfit.

You have a great point, and having time between buying kit, also forces you to weed out the superficial equipment you really can do without, often the stuff that many beginners buy before they have time learn for themselves what their needs are.

That's something most of us longtime shooters have learned for ourselves, through trial and error.

My problem is most the film I used to load is no longer available, let alone in bulk. These days I mostly roll BW ( Delta 400 and FP4+ ).

besides the B&W, I have 2 cans of Provia 100F plus what ever is left in a loader, and some old Optima 400 in a loader.

Back when, I used to buy bulk E200. When it went away, I moved on to something else. Now all gone. I get the new E100 once in a while in 36 exposure rolls.

Anyway, I have always found rolling my own to be advantageous cost wise. And, you could probably do just fine without a loader. I find the cartridge gets a bit tight much past 36 exposures + lead in, lead out.
