I have a handful of data sheets from some of the particularly old papers, if they'd be of any interest to you, in PDF format; and I'm attaching a text file with all of the paper types I've come across in the last decade or so. I still have the packaging for them if you require elaboration of any of my rather arbitrary labelling system.

Adox and Foma both seem to have hung on to the idea that "1" is fibre based paper and "3" denotes resin coated. I don't have access to many of their papers to see what else might have carried over. A lot of codes fell in to disuse simply because those surfaces aren't available anymore. Kodak's system of codes seems to have changed completely over time. You're right, consistency between brands would help immensely but, at the same time, one company's Grade 3 Lustre is so rarely the same in either grade or surface to another company's paper that using the same codes for both would possibly be even more confusing!
