I'm pretty sure even in California you'll be able to buy tree root killer, for use in sewer/drain pipes, in hardware stores (try Lowe's or Home Depot). The cheap stuff, last I checked about $7/lb, is technical grade copper sulfate, crystalline. Check the label, it's clearly marked as 97% or higher copper sulfate something-hydrate on the cannister.

The common name for copper sulfate is "blue stone". You should be able to get it in lawn and garden stores. I have also seen it in pharmacies.
