I've read multiple speculations that you can get away with no hydroxylamine in your developer if you use it as a one shot. Can someone confirm this from their personal experience?

Yes. But in this case, you must add CD-4 immediately before use, and by definition you have a "one-shot" developer. However, my experience is that you can use it for at least a week after if stored in a tightly closed bottle. Either way, the ECN-2 motion picture process does not use HAS at all and the working solution has a decent shelf life.

There are two potential issues without HAS:
  1. The one with shelf life already addressed by @lamerko
  2. Hydroxylamine is a competitive developer to CD-4 and will develop some silver in the strongly exposed regions. Obviously there will be no color formation if HA does the development. This effect is taken into account by C-41 emulsion design, therefore the same developer without the HA will likely create somewhat stronger highlights (after inversion).
Whatever will happen with or without HA, a hybrid workflow will likely create normal pics after all is said and done.

@River Mantis if you have gone through all the effort to source the other chems, then why leave out the HAS?

I rarely shoot color, that's why I'm going one shot. Also hydroxylamine (in hydrochloride form, but it shouldn't make any difference until pH is correct) is sold in quite large quantities locally and it has no other use. I will buy it if I'm not satisfied with the result.

I tried to buy a smaller quantity from Bulgaria, but was refused. I ended up buying 100 grams from Suvatlar

Yeah, 100g is a lot, if you don't do much color work, but it lasts very long, and you probably get it from the same source as the CD-4.
