When, where? Has any airline employee or official ever told YOU that you could not take film on your flight? Go ahead, provide some data.
That isn't going to happen.
However, with the advent of the new scanners, whether or not film will be damaged by air travel is entirely up to luck.
Thus the "effectively" part of the statement.

In spite of the fact that film is still for sale at Walmart....

I think sometimes it may be that film is not on the people's "radar".
It can be straight in front of them but they don't see it as it has no relevance to them.
They stopped using film 15-20 years ago, like everyone else because they went digital and they heard/were told that film was dead.

I used to regularly have customers tell me "no one prints photos from their phones anymore" yet they were in a queue (line) to use one of the many digital photo order kiosks.

True. Well, except digital photo kiosks tend to encourage people to keep the photos on their phone - the lack of backlighting makes them disappointed in the prints....
