Why foggy?

I took this shot under fairly normal outdoor daylight lighting conditions - just enough of a cloudy sky to eliminate any harsh shadows.

I developed the ISO 100 film in HC110 'B' for 8 minutes (per film manufacturers advice - Ultrafine Xtreme 100)

Not fogged. Low contrast days can be a problem.
Possible solutions:

• Use an incident meter
• Increase development
• Reduce exposure

The scan looks to be of a lowish contrast but far from what I'd define as foggy. Can you be sure that the neg is of equal low contrast and even if it is it looks as if it should be possible to print at a higher grade so it will look fine.

Is this the only neg that is "foggy" or are all the negs taken under the light conditions you describe the same?

Is this the first time you have used this film and developer with dilution and the time quoted?

The answers to these questions will help others not to speculate on causes only to have you then eliminate them with answers at that stage.

It looks either underexposed, underdeveloped, or not fixed enough. How does the neg look on a light table (or just held up to a good light source)?I doubt its a fixer issue, but you never know. There's something odd about that church surface. Very mottled looking. How about the rest of the roll?

Try scanning the neg as a positive with the whole negative visible so we can see what the unexposed areas look like.
