I've been using this formula with Kentmere VCFB Fineprint paper and like the results:

Distilled Water 52-c To Make: 750
Phenidone 0.50
Sodium Sulphite - Anhy 50.00
Hydroquinone 12.00
Sodium Carbonate 60.00
Potassium Bromide 2.00
Water to make 1 Ltr.

Use 1 + 3 Develop 1-1/2 - 2 Min. For Neutral Tone: Add 5 mL Benzotriazole solution (1%) to each litre WORKING solution. For Warm Tone: Add 7.5 mL Pot Bro 1% solution to each litre WORKING solution.

My notes say it is called Ilford PQ Developer and I got it from the APUG list.

I cannot find it here on APUG and the only Ilford PQ developer I find is for film.

Does anybody recognize this?

It isn't but is a variant & another very similar Ilford developer, it never had a number as it wasn't commercially produced, but it's also the same formula as Forte FD-203.

(there was a url link here which no longer exists) you'll see I posted exactly what you are describing :D
