Please be aware that "the fastest lens" has to be qualified. First there is more than one model of that speed and were even faster lenses designed and likely built.
Second, more important, this is no lens as normal for pictorial work, but a special purpose lens:

it is designed

-) for short subject distance (about 1m)/fixed image scale
-) for monochromatic light
-) full plane subject

it has
-) no focusing barrel
-) no diaphragm

That lens is not even new, but decades old as its applications is long time obsolete. And likely used. New is only the offer to buy it checked/refurbished and readymade with a respective mount.
