Could the inherent latitude in measurement accuracy and readings from measurements that are involved result in such differences

Yes. And especially when it is on the (official-ish) record that the two films are apparently the same emulsion(s), an anomaly like that should cause you to look more closely at your test procedures.
 
After development of an APX100 there is the typical foam in the tank, typical for all films from Harman production. The differences between APX and Kentmere are negligible. As Lachlan mentioned, the reason for these differences could be a never perfect test procedure with amateur equipment. But there is also some scattering in film production from one batch to the next, which don't make any difference in practical use due to the typical exposure latitude of film and the failure tolerance of the total B&W process.

Thanks both for the replies. So it would certainly seem to be the case that the user's decision as to which one he buys might as well be made on price alone

It may never arise again as a thread but I'll try and remember to state this as my contribution to the next variation on the APX v Kentmere or its brother variation of who makes APX
