This tank arrived today. I have two others just like it. They are all marked Made In EC on the bottom. Today's tank came with a box I had to tape together. The front of the box is marked Compact Developing Tank and near the bottom, the name Klaymor appears but on the back, the box is marked Made In China. Should I take this to mean that the box is made in China while the tank is made somewhere in Europe?

Probably a bit of tooling bought and moved to China. Another possibility is that the China company scanned the original and made new. Or it's a EU made tank with China internals

I believe AP is/was based in Spain.

I have one of those tanks, sold by the UK firm Jessops as an "own brand" product but made for them by AP. Blue lid on mine and bought around 2002. I used it for 127 until I bought a Hewes spiral.

The EC was originally the EEC (European Economic Community), the one of the European Communities which was most visible to most of us. It became the EC in 1993, and stopped existing in 2009 when it became just part of the European Union, which has much wider scope.
So they could argue that 'Made in EC' doesn't mean much now, so they don't need to erase it on a tank moulded in China or anywhere else. But they might also say 'do you want a developing tank or don't you?'

I have been trying to buy less Chinese stuff, especially cotton, because of the treatment of Uyghur people. It's difficult to avoid: sometimes you can't tell until you unpack the stuff. I allowed myself to get a 7Artisans lens.

My bad - I saw the AP tank in the picture, and thought the OP had an AP tank. The Klaymor is definitely made in China (specifically Shanghai) I think:

... but it looks like they either bought the mould from AP, or just made a shameless copy. I recall another thread here about shameless copies of Jobo tanks, on the same page there, the patent protection having expired some time ago. Maybe this is the same thing.
