Panchromatic film can be developed by inspection if you are careful. Exposure = intensity X time and so if you use a dark green safe light with a low wattage bulb at a reasonable distance with short exposure times with this light on (look how the factors are adding up to complicate the issue) it is possible. Plus the fact previously mentioned in this thread, allow at least 20 minutes for your eyes to adjust to this very dim level of illumination before uncovering the film in the development process for perhaps one or two seconds to make that judgement.
