There appears to be a lot of dust and a large scratch in the emulsion. I am assuming this is a scan of an unexposed part of the negative that has not been reversed. Those would be caused by improper handling of the film perhaps while it was still wet. If it is a positive representation then they would be black. It appears to me that the even spacing and straightness of the lines could possibly be from your scanner. I've used Hasselblads for many years and have not run into anything like what you have shown. Can you see them on the film? If it is an unexposed part of the film in the negative -- maybe some static electric issue? Maybe someone more knowledgeable than me will chime in.

You were correct it was in the scanner.
