Random artifact of the Japanese photo industry and their efforts to reform public opinion on quality of things from what I understand. Apparently it wasn't simply regional marketing, but also local quality control inspection. Google can bring up a few articles if you are curious. Seems that some people like to claim that it means higher quality due to tighter QA work and regulations, other people call that bull and find no difference.
