Except that it doesn’t come off with canned air, a brush, or a rinse. Sand paper works, but seems to ruin the negative?

Dust on wet emulsion will stick like gum. Anyways, does the pattern of crud differ from frame to frame? If it doesn't, I'd examine the scanner.

The consensus seems to be that it is dust.

Nothing wrong with 1+9. The higher dilution is aimed
at FB paper in order to keep silver load levels low; half
the working strength of 1:4 so half the capacity.

Film has a high tolerance for silver so the fixer MAY
be used at a higher concentration. Paper strength
works well for film but again, half the capacity.
Generally the greater the dilution the more
time needed.

I've used rapid fix as dilute as 1:32 one-shot. Dan

A clean environment will give you cleaner negatives. Mopping the floor and dusting everything is good, but shouldn't be done the same day you process your film. What can be done before hanging to dry is let some hot water flow. It will humidify the air and any dust will likely settle because of it.

Slow But Fresh

Times please?

Working with Acros 120 and a 500ml fixer
volume, 16ml of rapid concentrate, about
12 minutes.

The concentrate weakened over time so
switched to 1:24, 20ml, one-shot. About
10 minutes. Times will vary depending
upon film.

Temperatures, 73F +/- some little.
Agitation, a full minute at start then
a few inversions each minute.

My volume is only a few rolls a year so
for a 'concentrate' which lasts and lasts
I've switched to sodium thiosulfate.
