What camera took 16 frames on Kodak Verichrome Pan type 116?

I have a roll of Kodak Verichrome Pan type 116 that has an additional row of frame numbers that go to 16. Does anyone know of a camera that took 16 frames on type 116 film?

Earlier Kodak Verichrome (orthochromatic) and presumably later Verichrome Pan in the same format do not have the extra "half-frame" numbers.

Are there other examples of type 116 film from different manufacturers that have 16-frames numbers?
And why were they needed? Half-frame cameras taking 120 type film usually have two red windows offset by the half-frame length.
