Indoors, by the fireplace, you are holding it parallel to the floor and the needle is close to 0. So zero adjust is "just fine".

For the needle to reach the line between 200 and 400 (these numbers are candela per square foot)... with the baffle closed... Your selenium cell must be in pretty good shape.

Try to find some light which is around 25 to 50 and check it with both the baffle open and with the baffle closed. If the meter does a pretty good job reading the same with baffle open or closed, then the scale of the meter isn't totally whacked. (I had a Master II which I really couldn't trust around 25 to 50 because of a real big difference it would read, but my current ones do pretty well... I have a hunch yours is in pretty good shape).

Now for your 200 speed film, setting the Emulsion Speed at 160 would agree with ASA. Setting the Emulsion Speed at 100 would be 2/3 stop below that. And that would agree with Zone System usage. The Weston Master II is very well suited to Zone System use, with a sticker placed on the dial.

Bottom line, why not try setting Emulsion Speed at 100, for black and white film, it usually doesn't hurt to expose a little more... and I think your gut instinct is telling you that.
