if your strobes have a t.1 time shorter than 1/1000 the film won’t behave the same way as the range is 1/1000 to 1/2 to avoid reciprocity failure. It might be worth looking up the timing for your strobe. That and foma 400 is much better at 160-200. Arista 400 is fomapan 400.

You can still derate and use up the 400. You might want to adjust development depending on what you see.

In 4x5 I like HP5+ FP4+ FOMA 100 and FOMA 200. All good choices

I'm definitely going to finish the box, I don't do my own developing. I agree with Ilford. I received for perfectly exposed, studio strobe lit portraits developed by dr5.us yesterday.
 
I don't think "mislabeled" is the correct term for the film.
More like film with specifications that are determined in a slightly unusual way.
For some uses, an EI of 400 is entirely appropriate for that film.
