What works for me is:
125ml starter (kodak or fuji) 3L water, one bottle/2L Dev concentrate
500ml pure Bleach, no starter (careful not to get the one that requires starter, that one is not RA) and no water
250ml Fixer (fuji or kodak RA lorr) 250ml water
2L water 22ml final rinse + 10ml photoflo

I've been over this and those instructions for the developer don't add up to what the datasheets say. I haven't checked the other ones yet but you're missing water for the starter.

For example Fuji says that to make 1 liter you need

Warm Water	Developer Starter	Developer Replenisher
225ml	25ml	750ml

The Developer Replenisher is not the concentrate, the developer replenisher = water + concentrate. The starter needs water as well.
The correct formula to use up all the 5L of Developer Replenisher would be

Warm Water	Developer Starter	Developer Replenisher
1485ml	165ml	4950ml
