Seller has everything to do with it if they specify that tariffs are included in the sales price. And yes, I have now read the article.Large retailers (sellers) are likely to be called on to reimburse the tariffs they passed on to consumers. I doubt very much smaller businesses such as the aforementioned Japanese e-bay seller will respond to any requests for refunding tariffs included in the sales price.
The Japanese seller usually sells through eBay or PayPal. These intermediaries collect the full amount from the buyer and pay the Japanese seller only his product sales price. Ebay and PayPal then send the sales tax to the applicable US state and the tariff amount to the Federal goernment. So the reimbursement of tariffs will go to PayPal and eBay, who should reimburse the final buyer in America.
If the Japanese seller told the buyer they are collecting the tariff in the sales price, that sounds like they ripped you off.
We're not the United States. That's the shortname. The full legal name is the United States of America, which makes us Americans. No other country in North America, Central America, or South America uses America in its name. Other countries use their countrys' names as well ie. Canadians, Nicaraguans, Mexicans, etc.
