If, as it sounds, you are using tanks and reels that others use, you are vulnerable to their darkroom hygiene (or lack thereof.) Along with keeping your own stash of developer (secured so that someone else cannot "borrow" some and perhaps mess it up for you,) I would recommend buying your own tanks and reels, so that you know that they are clean each time. Unless, of course, you have poor darkroom hygiene yourself, in which case you have no one to blame but you.

Generally tap water is fine. Yes, you can use vinegar (white vinegar) at 1 part vinegar to 4 parts water.
