You have had laws against upskirt photos in Australia for over a decade.A few years back a guy was accused of being a pedophile because someone saw him taking random photos of children in the park, police were called, his camera was confiscated, the police went to his house and seized his computers, was in the news all over social media, people were quick to accuse. After some weeks the police past the evidence to the prosecution, couldn't find anything more than a few random pictures of children playing......but the damage had been done.
If someone makes a complaint about you because you happened to take a photo of a girl sitting on a park bench this is what will happen to you, except if you use film camera they will seize your negatives as well......god help you if her inner thighs are showing.
Was taken a photo in the city a couple of weeks ago and someone happened to walk into my shot, held out his hand and said dont shoot, was slow to react and took the picture, came up to me yelling and carrying on, demanded that I delete the picture or he would call the police, tried to explain it was a film camera, didnt seem to understand so I pushed the back of my 1956 range finder as if there were buttons, said its gone and he went his way, I mine.

Safer just taking pictures of trees where no one else is about.

Exactly correct. Blatant and explicit upskirt photography is a criminal act, but an innocent photographer can become ensnared by a complaint from just one oversensitive or paranoid person. There was a posting on APUG years ago by Ken Nadvornick, who described his misadventure at a county fair while simply walking around with a Speed Graphic. He had done nothing wrong, but someone became "concerned" because he was "a man with a camera".
Very macho statement from someone who has health issues.. you might just have a heart attack...If I caught some pervert (obviously) doing that to my wife, girlfriend or daughter... I'd rip the camera from his hands, smash it to the ground, destroy the film or memory card, and beat the crap out of the jerk.

This is not actually a 'UK law' as 'UK law doesn't really exist. This was for England and Wales. It's already banned in Scotland since 2009 (including kilts !)
As far as I know Ko Fe the main perpetrators of "upskirting " are the paparazzi who do it to female celebrities. they are not mentally ill, but unscrupulous bastards trying to make a fast buck selling the images to the gutter press.I'm not aware of any recognized street photographer with upskirting photos. Merlin Monroe photo was staged and dozen of photogs were taking it.

We have this situation in Ontario which is not developed the territory in many aspects. Due to deep cuts in public health system, police have to deal with mentally challenged people.
As result in some jails, including our local one, they have special wards were mentally challenged people kept in terrible conditions.
