I have some film here that says triple print made in england. It has no process on it but it just says, This film can only be printed By triple-print labs if you want our triple print. Could I just develop this as a black and white?

This is a perfectly normal film. If it is a colour print film less than thirty years or so old you just run it as a normal C41 film. They very carefully told you that, in a rather lawyerly way. It must also be printed by Fred, if you want prints by Fred. Don't worry about it, and save that spool!
