Do you consider a small 35mm camera with a plastic lens a toy camera? On similar forums, ?

I would consider a camera you've described to be a "toy camera".
As I see it a "toy camera" looks like a toy and and may or may not be plasitic.
You should come on over to www.toycamera.com and see some of the photography being done with toy cameras and some of the toy cameras people are using.
