It's often forgotten taht at one time toners weren't recommended for Warm tone paper. Part of the reason was older warm tone papers which included Cadmium were capable of a wide range of tones purely by development. The other was that they produced weak tones in some toners compared to Bromide papers.

When you read the Ilfor WT datasheet the toners mention all give stronger tones than Thiourea. This mirrors Mark's findings in post #22.
