Thin, Brown, Cloudy Negatives

I developed a couple of rolls of fomapan 200 in rodinal (RO9 New 1+50), and i had the shock of my life when they came out.

Roll 1 was rather thin, with a little more base fog than was desirable, but i should be able to make some okay prints.

Roll 2, on the other hand, was awful. Same conditions (same fix/stop) fresh developer. These negatives had brown clouds on them (on some, they appeared to be "draining" down from the film rebate holes.

Is there any explanation for this, and is there any way i'd be able to salvage something from them by tomorrow afternoon?

It sounds like if you developed the two rolls at the same time, but used too little developer. But this is just a guess, as you havn't given the details. (Yes, we want to hear it all... )
Lacking these details, a guess would be that Roll 2 was on top of the other one in the drum and that you mixed developer (and possibly also fixer) for one film. (By the way, I think R09 should be mixed 1+40 (if the receipe calls for Rodinal 1+50), but that's a minor detail which shouldn't render these results.)
If these brown clouds are "milky" there is something a matter with the fixer, but again, more details is needed to sort things out.

Right, the brown clouds are certainly "milky." One strip of 6 that i've been experimenting with to try and find a solution is very white.

I only developed one film that time, and i'm pretty sure that there were enough chemicals to do the whole lot. But the fixer worked fine for several other films, so i doubt it's that.
