Tank doesnt Dispose Liquids Anymore

Hi,
This is a weird problem I'm having, mostly because I never put much thought into my tank. It used to be that at the end of developer fixer or bath, i would just take off the quick top and pour out all the solution. Now I try to dispel the solutions but only a little pours out and i feel the rest rocking inside the tank still. This is a problem now because i cant tell if all of the chemical out of the tank so i dont contaminate the other chemicals. Ive never really questioned how my tank allowed the solutions to leave because this is the first time its happened. Has anyone else had a similiar problem to this? Any suggestions?

Mine does that sometimes. Very Carefully..loosen the top a turn or so so some air can get in and let the developer drain out. DO NOT open it enough to let anything other than a little air in.

Turn the light off.
