Just a pity that there was no explanation with it. It looks as if he develops an RA4 sheet in b&w developer in the dark at presumably normal rom temp ( in his case in a Jobo drum) , then exposes it to light and then in normal room light uses RA4 developer, stop? and blix for presumably the times needed at room temperature and the result is a shown? The result looks pretty good

Is it as simple as this and if so how long for the re-exposure to light and are my other presumptions correct?

Excellent video! Reminds me of my days printing on the old EP2. I had to do mental gymnastics to figure out the color balance. The good think about RA 4 is that it's dirt cheap to do. Here's a video by Joe Van Cleave. He's a true Renaissance man.
