I don't think I've read an explanation, but there have been threads on the subject here and on the LF forum at lfphoto.info.

Looks to me like he has sold the magazine. I suspect the "once all issues are finalised" mentioned might refer to the steps involved in the process (not publications).

I've recently finished looking through the "new" Camera Arts, and for what it's worth, I won't be purchasing it any more. The focus of the content has quickly shifted. (to be expected with a new publisher)

While "View Camera" remains one of my favorites, the old Camera Arts, under Steve Simmons watch was also an enjoyable read.

Change is inevitable.

what's this all about? any clues? is steve okay?

I assume it is just a business decision and am filled with hope that just maybe, Steve will benefit enough from the sale of Camera Arts to justify paying somebody to competently proof read and edit View Camera.

View Camera has so much potential and sadly, every copy seems to be rife with typos, grammatical errors and spelling mistakes. It is such a shame. Again, I hope that this will allow Steve to publish a high quality periodical.
